Analysis - South Africa's President Cyril Ramaphosa, the Southern African Development Community's official facilitator of Lesotho's reforms, visited that country last week. He persuaded the political parties to sign an agreement establishing a statutory National Legislative Reform Authority to coordinate national reforms.
